Rancho San Lucas is the result of a visionary legacy rooted in love for Los Cabos and a deep commitment to community.
Following in the footsteps of his father, Don Luis Bulnes Molleda, the beloved Francisco “Paco” Bulnes carried forward a family tradition of leadership and innovation in the region’s tourism industry.
A respected businessman and true pioneer, Paco helped grow a hospitality company that came to include seven renowned resorts. Yet, his most meaningful contributions went far beyond business. He will be remembered as a kind and generous leader who cared deeply for his team and devoted himself to helping those in need—particularly through his work with the Fundación, a nonprofit organization dedicated to supporting vulnerable members of the community. Paco began working alongside his father promoting sportfishing through the now-famous Flota and played a key role in launching “Churea,” the first community radio station in the area—an initiative that gave a voice to local residents and helped strengthen the region’s identity.
For decades, the Bulnes family had dreamed of developing a spectacular 834-acre parcel of land that gently slopes from desert hills through natural arroyos to 1.2 miles of untouched beachfront along the Pacific Ocean. Part of a much larger 1,800-hectare property, this site was destined to become something truly special.
Inspired by the success of his previous developments, Paco invited his longtime friend and fellow fishing and boating enthusiast, legendary golfer Greg Norman, to design a golf course for this dream community—a legacy project that would offer full-ownership homes in a setting unlike any other.
In 2019, Paco and his wife Holly Regan began construction on the community they had carefully envisioned together. And in February 2020, after many years of walking the rugged terrain and planning every detail, the Greg Norman Signature Golf Course and the first two luxury ranch-style residential communities at Rancho San Lucas officially opened.
Today, Holly Regan carries forward Paco’s legacy with grace and determination, leading Rancho San Lucas into a new chapter as one of the most desirable investment and lifestyle destinations in Los Cabos.
